“Include Children in Parent” not working

Hello, we have a filtering widget for filtering a custom taxonomy on a custom post type. We have one taxonomy that allows child taxonomies and even though we have “Include Children in Parent” checked on that filter, selecting that taxonomy does not seem to include the child taxonomies UNLESS “Hierarchical?” is also checked.

Is this expected behavior? We don’t want children to display under parents in the filter but we do want parents to include their children.

I believe that this is the expected behaviour, yes. However, I have referred this question to the plugin developer, Ross, for his input.
