I tried to follow your steps and created a new form for the news section in the same way.
I made sure to connect the form to the proper search form.
However, when I click in pagination the publications section (the one below) moves forward to next result set not the news.
In fact the behavior is a bit weirder and seems to have something to do with the focus:
I click on the search form of the news section, write anything, it affects the right place, then I clean and after seen the pagination list I click on the next page and it works.
If I click on the pagination of the publication the ajax request updates the news section not publication.
and vice versa.
The behavior seems to depend on where the focus of the search field is/was last.
