Returning all results that are less than or equal to an amount

I have a post meta field created in ACF that contains values for Budget. These values are set in a drop down select field (1000, 1500, 2000, 2500, etc.). I need the search & filter form to return not an exact match for the budget amount, but all of the values UP TO the amount selected in the search. I can do this with the Range settings, but that isn’t great user experience (I will have several fields like this, and my users will likely be on mobile, so fiddling with ranges isn’t a workable solution).

To say it another way, when I select a budget of 2000 from the S&F drop down form field, I need it to return all results with budgets up to, and including, 2000.

With the current version of the plugin you might be able to do this by modifying the query, using this filter:
