I want to order the results by two different meta_keys.

If it were a mysql query, it’d be something like:

order by meta_key1, meta_key2

On the Posts settings tab you can set sort order, primary and secondary. But be aware, that if a post does not have a value in the sort, it will be excluded from the results.
