I suspect that there may be more than one reason why this is not working. The first is that you are using the Post Type Archive display results method, but the page is not a Post Type Archive, it is a category, in which case it should be As an Archive instead.
I am not sure that having Maintain Search Form State enabled is a good idea either (at least at this stage).
I am not sure that using the Categories for the years is a good idea, and in the includes you have included all the tags, in which case, why not leave that field empty?
What do the years signify, and do posts have more than one attached? They might be better in a multi-select combobox as well. as the years go by, the checkbox list is going to get very long!
We can deal with the pagination when it is better setup.
