You could deactivate the plugin, and the rename the two cache tables, then activate the plugin (which should remake the cache tables – with no data yet), and then hit the cache rebuild button in the form editor to populate the new cache tables. Please make a back up first.
I went through the steps you described, but have the same result. The two tables remade successfully in the database, however the Rebuild Cache button still initiates a progress indicator and then simply refreshes the message in the Cache box.
Clicking on the tables in the database shows that there is some content in the original tables (three fields, though some appear multiple times), which matches what the plugin Status page indicated. Clicking on the new tables show that they are empty (which also matches the new information the Status page).
After checking the live version of the site and determining that the cache is working fine there, I created another staging iteration from the live and made no additional changes. The cache is also sticking on that new staging version, so I am thinking this is something to do with our server. I’ll be reaching out to the host from here, but will let you know the result.
