Ajax doesn't work for custom display, jumplink doesn't work with out Ajax

I’m trying to get this to work for the following page: http://maltwebsite.wpengine.com/buy-local/

I can get the filters to work properly without ajax, but I cannot get it to scroll to the appropriate part of the page without ajax. Turning Ajax on lets me scroll to the right part of the page, but wasn’t getting any filtering working without that.

Any advice, or specific combo of settings to try?

A simple way to test Ajax might be to set up using the shortcode method:
