Along similar lines, is there a way to insert bootstrap columns into the html to create a better layout for the search form?

Not at this time, no. You would have to use the css3 columns rule:

Wrapping filters hook?
This should solve bootstrap columns for example.

We do not have such hooks at this time, but may well be planning them for V3.
